Building on successful planning studies conducted by several California metropolitan transportation planning agencies over the past 4 years, Caltrans provided a planning grant to MCAG on behalf of the 8 San Joaquin Valley regional planning agencies to prepare a “visioning” plan for the Valley. Population and housing growth are rapidly occurring in the Valley. Coastal California has unaffordable housing for a growing number of families who may work in these areas but cannot afford to live there. Land costs in the Valley are comparatively less making the Valley a viable housing market. Housing and accompanying urban development is occurring on agricultural lands and habitat. If this trend continues, large areas of agricultural use will be lost.

Many valley residents, agricultural interests, and community leaders feel there is a need to develop a vision for the valley that is long term and geographically broad. The goal of the SJV Blueprint is to develop a 2050 vision for the valley that is created and shared by its residents. The vision should be realistic and include the policy and program tools that will be incentives to local governments, business, and agriculture to implement the vision, not leave it on a shelf.

The Blueprint is a “bottoms-up” process rooted in working with the public at the local level. The Blueprint process assumes that the city councils and the board of supervisors are the decision makers who will guide its development, determine the vision, policies, and programs that will be included, and lead its implementation. The Blueprint is scheduled to be prepared over a 2-year period. Public workshops will be held on a regular basis during that time to engage the public on topics of regional vision, goals, alternatives evaluation, and programs and policy development. At each stage briefings will be made to local agencies to provide comment and direction.
