BLUEPRINT PROCESS

The Blueprint is a “bottoms-up” process rooted in working with the public at the local level. The Blueprint process assumes that the city councils and the board of supervisors are the decision makers who will guide its development, determine the vision, policies, and programs that will be included, and lead its implementation.
